Mr. Forrest has 35 years of experience working in public water utilities and consulting. His areas of expertise include utility management, integrated water resource (i.e., One Water) planning, public policy development, capital program/project management, water distribution infrastructure planning, design & construction, recharge project development, and strategic planning.
Alan started his consulting firm – AF Engineering – in August of 2020 and has focused his consulting practice on assisting water managers develop and implement water/wastewater infrastructure projects throughout the Desert Southwest.

Manage all functions of a small (Sole Proprietor) engineering firm based in Tucson, Arizona. AF Engineering provides professional consulting services within the water/wastewater industry in the areas of utility management, integrated water resource (i.e., One Water) planning, public policy development, capital program/project management, water distribution infrastructure planning, design & construction, recharge project development, utility leadership training and strategic planning, and expert witness testimony.
2016 - 2020
Principal, HDR Engineering Tucson AZ
Served as Client Development Lead for the Arizona & New Mexico Water/Wastewater Market from 2016 through 2018 and managed to increase HDR’s bookings in this area by approximately 30% during this time. Alan also served as a Project/Program Manager during his tenure with HDR and managed several key projects for the firm, including Program Manager for the Northwest Recharge, Recovery and Delivery System (a $40M water infrastructure project) for Metro Water District in Tucson. In addition, Alan served as Project Manager for numerous Tucson Water projects, including its Integrated Water Master Plan also known as the “One Water 2100” plan.

Managed all functions of the second largest municipal water utility in Arizona, including an annual operating budget of $175M, capital budget of $70M and providing water service to approximately 750,000 people within the Tucson metropolitan area. As Tucson Water’s Director, Mr. Forrest managed the daily operation & maintenance of the combined potable & reclaimed water system assets (valued at ~$1.2B), including water resources management, strategic planning, financial management (budgeting, revenues/enterprise fund, financing/bonding, and rate setting), engineering, and water quality assurance. Tucson Water earned a Platinum Award for Utility Excellence from the American Water Utilities Association (AMWA) in 2014.

Established Tucson office and managed Southern AZ operations for global consulting engineering firm. Provided oversight of enterprise-wide business activities, staff supervision, financial management (budget/P&L), client services, project management, project delivery and marketing. Served as Operations Lead and Client Service Manager for the firm’s Water Business Group – Tucson office booked over $250M in revenue during his tenure.

Managed all functions of municipal water utility during period of rapid growth, including operation & maintenance of potable & reclaimed water system. Successfully negotiated acquisition of renewable water rights (CAP water and wastewater effluent) from the City of Tucson and constructed $30M reclaimed water system that effectively reduced the Town’s groundwater pumpage by 30%.

Managed Water System Evaluation (Planning) Section for a very large water utility. Responsible for planning & pre-design of all potable and reclaimed water system improvements, long-range planning for potable (groundwater & surface water) and reclaimed water systems, maintenance & operation of computerized hydraulic models and relational databases, budgeting & supervision of professional staff.
