Alan Forrest, Principal Consultant

Mr. Forrest has 35 years of experience working in public water utilities and consulting. His areas of expertise include utility management, integrated water resource (i.e., One Water) planning, public policy development, capital program/project management, water distribution infrastructure planning, design & construction, recharge project development, and strategic planning.

Alan started his consulting firm – AF Engineering – in August of 2020 and has focused his consulting practice on assisting water managers develop and implement water/wastewater infrastructure projects throughout the Desert Southwest.

Tres Rios WRF Nutrient Recovery Facility

Served as client liaison/project principal for consultant team that provided progressive design-build services for a $6 million struvite sequestration system to reduce struvite formation potential, reduce ferric acid and polymer use and improve dewaterability of the solids handling process for Pima County. The project team utilized a collaborative approach to design, manage and construct this project – using a Progressive Design-Build delivery model – to complete a system that provides for future nutrient recovery if the County decides to go in that direction.

One Water 2100 Master Plan

In 2018, Tucson Water fully embraced the “One Water” approach to water management and subsequently commissioned a new, integrated water master plan, founded on “One Water” principles. This ongoing master planning effort is being executed by a team of consultants working in parallel on various aspects of the master plan. Our Scope of Work included an orientation to the “Blueprint for One Water” and the solicitation of stakeholder input on key issues, drivers and desired outcomes for the future of Tucson Water. In addition, scope included the effects of “Smart Metering”, and rainwater/stormwater capture utilizing green infrastructure on water use, climate change, carbon footprint reduction and development of a water conservation plan.

Emergency Services Contract – Oroville Dam Spillway

Due to flooding upstream of the Oroville Dam, the California Dept. of Water Resources (DWR) had to release large volumes of water during the winter of 2013, that caused significant damage to the existing spillway. But given the continued flows into the reservoir, DWR had to continue releases of water through the damaged spillway to minimize the risk of overtopping the dam. I was part of a team of engineers and scientists deployed to the site to provide surveillance and condition assessment during this time to assist DWR in assessing the extent of the damage and to ensure the spillway did not completely fail while dewatering the upstream reservoir.

AZ Pure Water Brew Challenge

The AZ Pure Water Brew Challenge was a statewide campaign to better inform Arizonans about water issues, water reuse and technologies currently available to purify recycled wastewater producing safe, high-quality drinking water. To accomplish this, we constructed an advanced mobile water purification unit that is capable of producing recycled water that far exceeds safe drinking water standards. The water purification process adheres to a multi-barrier approach: undergoing ultra-filtration, reverse osmosis, ultraviolet disinfection with advanced oxidation, activated carbon filtration and chlorine disinfection.

Sweetwater RWRF and Agua Nueva WRF Interconnect Design Concept Evaluation

Developed a design concept for a new interconnection between Pima County’s new Agua Nueva Water Reclamation Facility (WRF) and the City of Tucson’s Sweetwater Reclaimed Water Reclamation Facility (RWRF). The project involved conceptual design of a connection pipeline with flow meter, turbidimeter, isolation valve, a hydraulic control structure and a trash rack to prevent debris from entering the Secondary Effluent Pump Station (SEPS).

One Water is an integrated water management approach that recognizes that all water has value and that we can manage water in a manner that provides for an essential service, while also building strong economies, vibrant communities, and healthy environments. To put it another way, One Water envisions managing all water in an integrated, inclusive, and sustainable manner to secure a bright, prosperous future for our children, our communities, and our country.

The One Water Approach:

A One Water approach can take many different forms, but all share some unifying characteristics:

• The mindset that all water has value—from the water resources in our ecosystems to our drinking water, wastewater, and stormwater.

• A focus on achieving multiple benefits, meaning that our water-related investments should provide economic, environmental, and societal returns.

• Approaching decisions with a systems mindset that encompasses the full water cycle and larger infrastructure systems.

• Utilizing watershed-scale thinking and action that respects and responds to the natural ecosystem, geology, and hydrology of an area.

• Relying on partnerships and inclusion, recognizing that real progress will only be made when all stakeholders have a seat at the table.
